Problem With Fullscreen Reset (F1)

Here is the issue i was telling Rad about a week back that i was having and am still no closer to finding the cause.


If you play a game in fullscreen and then press (F1) to rest it will result in what you see in the video and screens below (A static window with no visible mouse) Window Mode

This build includes three small fixes to the user interface.

 Resetting (F1) while in full screen no longer results in the window getting bugged.
 About should now work properly when a game is running.
 The PJ64 icon is added back to the window when you change from full screen back to windowed.

The icon issue seems to only be present with Jabo's graphics plugins as well as Zilmar's basic CFB plugin.
I'll keep the hack in because I don't like seeing a window without the icon.

This fixes the issue above of on full reset resulting in no audio
